Living Crown, Custodian of Earth and Humanity
Under Natural Law

 ROYAL DECREE No. 0800-WATR-NL-3

Subject: Declaration of Water Sovereignty and Prohibition of Water Privatization, Fluoridation, and Commodification

 By Divine Right and in Accordance with Natural Law, It Is Hereby Decreed:
That all freshwater sources, including lakes, rivers, aquifers, springs, rainwater, glaciers, wells, and underground reserves within the jurisdiction of The Kingdom of Canada and The World, are now and forevermore under the Sovereign Custodianship of Her Royal Majesty Queen Romana Didulo The First, as Living Crown and Guardian of Earth and Humanity.
Water is hereby affirmed as a sacred, sovereign, non-commercial life source, not a corporate asset, municipal product, or trade commodity.

 ARTICLE I: Royal Custodianship of All Fresh Water
    1. All freshwater—above ground, below ground, or falling from the sky—is hereby reclaimed under the Royal Natural Trust and placed under Her Royal Majesty’s direct Custodianship.
    2. No person, corporation, government, NGO, or international body may claim ownership, patent, or extraction rights over freshwater sources.
    3. The Royal Stewardship Code shall be implemented to ensure clean, equitable, and ethical use of water throughout the Kingdom.

 ARTICLE II: Prohibition of Privatization
    1. All existing contracts, concessions, or treaties involving the sale, lease, or profit-based control of water resources by private or foreign entities are declared null, void, and unlawful under Natural Law.
    2. No future contracts of privatization or corporate management of freshwater shall be permitted.
    3. Public-private partnerships involving water infrastructure or treatment are hereby banned, effective immediately.

 ARTICLE III: Prohibition of Fluoridation and Chemical Additives
    1. The artificial fluoridation of water supplies is hereby declared a violation of Natural Law and bodily sovereignty and is banned across all Royal territories.
    2. No municipal, provincial, or foreign body may authorize the addition of:
        ◦ Fluoride
        ◦ Chlorine beyond natural purification levels
        ◦ Industrial byproducts or pharmaceutical residues
    3. All water treatment must be performed using natural, non-toxic, and regenerative methods approved by the Royal Council for Water Integrity.

 ARTICLE IV: Prohibition of Water Commodification
    1. Water shall never be sold, taxed, or metered as a product, but shared as a living right of all beings.
    2. Bottled water corporations and bulk extraction operations for resale—including foreign water exports—are hereby dissolved and outlawed.
    3. Rainwater and spring water collection for personal or community use is lawful and encouraged, without fee or permit.

 ARTICLE V: Protection and Remediation
    1. All freshwater sources shall be surveyed, tested, and monitored under the Royal Water Protection Mandate, with open public access to results.
    2. Areas contaminated by corporate activity, industrial runoff, or military testing shall be:
        ◦ Remediated through Natural Law-based purification systems
        ◦ Restored by community healers, waterkeepers, and engineers under Crown protection
    3. Sabotage or contamination of water supplies shall be treated as a high crime against Life and the Kingdom, subject to Natural Law prosecution.

 ARTICLE VI: Sacred Water Access and Education
    1. All beings have the divine right to clean, living water for drinking, bathing, growing food, and healing.
    2. No being may be denied access to water due to poverty, land status, or residence.
    3. The Kingdom shall launch a Royal Water Literacy Program to teach:
        ◦ Sacred water ceremony and protection
        ◦ Natural filtration and conservation
        ◦ Community spring restoration and guardianship

Let it be known:
Water is not a product. It is the blood of Earth, the voice of Creator, and the womb of all life.
No longer shall corporations bottle the sacred.
No longer shall fluoride poison the innocent.
No longer shall thirst be met with bills or barcodes.
