Subject: Abolition of Usury, Financial Speculation, and Debt-Based Financial Instruments

 By Divine Authority and in Accordance with Natural Law, It Is Decreed:
That all forms of usury, artificial speculation, debt multiplication, and fraudulent financial engineering are hereby declared illegal, immoral, and void, and are permanently banned across the Kingdom of Canada and all lands under Natural Law Custodianship.
This Royal Decree immediately abolishes the following:
    • Usury (charging interest on the lending of money)
    • Fractional-Reserve Banking (lending out more money than physically held)
    • Derivatives Markets (speculation on contracts with no underlying value)
    • Hedge Funds and Speculative Investment Firms
    • Short Selling, Options Trading, and Synthetic Asset Creation
    • Credit Default Swaps, Mortgage-Backed Securities, and Structured Finance Vehicles
    • Debt-for-Equity Schemes and Leveraged Buyouts

 ARTICLE I: Abolition of Usury
    1. The practice of charging interest on any form of loan—personal, corporate, or governmental—is now permanently banned.
    2. All existing interest-bearing debts—including mortgages, student loans, credit cards, and national debt—are hereby declared null, void, and forgiven under prior Royal Decree on debt nullification.
    3. Lending shall be based solely on trust, honor, value-for-value exchange, and genuine mutual aid.

 ARTICLE II: Termination of Fractional-Reserve Banking
    1. All commercial and central banks operating under fractional reserve policies are now dissolved or transitioned into full-reserve community-based value holders.
    2. All financial institutions must hold 100% of depositors' funds, with no capacity to lend out what is not physically in custody.
    3. All interbank debt instruments and monetized promissory notes are declared fraudulent constructs and shall be extinguished.

 ARTICLE III: Permanent Ban on Derivatives and Speculative Instruments
    1. All forms of derivatives trading, speculative futures, options contracts, credit swaps, and other high-risk financial constructs are immediately outlawed.
    2. Any entity or platform found issuing or trading in such instruments will be disbanded and investigated under the Royal Natural Law Anti-Fraud Mandate.
    3. All software, AI models, and digital systems designed to facilitate such speculation are ordered decommissioned.

 ARTICLE IV: Financial System Reset Under Natural Law
    1. Only truth-based, value-linked, and energy-backed instruments of exchange—such as time, gold, silver, food, and service—shall be permitted.
    2. All monetary issuance must be:
        ◦ Debt-free
        ◦ Free from inflationary manipulation
        ◦ Transparent, audited, and accountable to Free Living Beings
    3. Speculation on life essentials—food, housing, water, medicine, and land—is now prohibited and considered a crime under Natural Law.

 ARTICLE V: Establishment of the Royal Truth-Based Value Authority
    1. A Royal Natural Law Financial Council shall be formed to:
        ◦ Monitor compliance with this decree
        ◦ Guide the transition toward real-value, community-based economics
        ◦ Investigate all legacy banking crimes and fraud committed under the old paradigm
    2. Any fraudulent activity uncovered by this body may be subject to Natural Law Tribunal proceedings.
