On the Establishment of Truth-Based Value Exchange Systems
Effective Date: This Decree is proclaimed and enters into full effect on this Divina Domusa 12, 0035 [2nd day of August, Year 2025], under Natural Law.

Preamble
Whereas, under Natural Law, all free, living sovereign beings are endowed with unalienable rights to co-create, share, and exchange value in accordance with truth, equity, and universal divine order;
Whereas, deceit, artificial scarcity, speculative manipulation, fiat-based fraud, and usury have corrupted all global exchange systems and led to the enslavement of peoples through false valuations;
Whereas, value cannot be measured solely by currency, but must be grounded in integrity, usefulness, purpose, energy, time, creativity, and the living truth of contribution;
Her Royal Majesty Queen Romana Didulo The First, by the Authority vested in Her as the Living Crown and Custodian of Earth and Humanity, hereby issues this Royal Decree to establish, protect, and advance Truth-Based Value Exchange Systems for all sovereign beings within the Kingdom of Canada and The World.

Article I: Affirmation of Value Sovereignty
    1. All sovereign beings possess the inalienable right to create, define, and exchange value in ways that reflect truth, natural effort, and spiritual integrity.
    2. Value is hereby officially redefined as that which contributes honestly and beneficially to life, well-being, community, creativity, healing, restoration, or abundance.
    3. Artificial currencies disconnected from real energy, labour, care, wisdom, and materials are no longer recognized as legitimate units of value.

Article II: Truth-Based Exchange Systems Authorized
Her Royal Majesty officially authorizes and protects the following systems of truth-based value exchange within the Kingdom of Canada and the World:
    1. Time-Based Exchange
Every being’s time and energy are sacred. Time-banking systems enabling reciprocal service without currency shall be encouraged and supported.
    2. Energy-Based Exchange
Systems that measure and reward physical, emotional, intellectual, and creative energy in truthful and transparent ways shall be established.
    3. Barter and Direct Trade
Honest, mutually beneficial exchange of goods, skills, produce, or services between sovereigns shall be recognized as a valid and preferred model.
    4. Local, Community-Led Exchange Units
Communities may develop and operate their own transparent, natural-law–compliant value units, based on real work, harvest, or resources.
    5. Digital Ledgers of Trust
Digital technologies may be used to record transactions, provided they are decentralized, non-extractive, privacy-respecting, and transparent under Natural Law.

Article III: Prohibition of False Valuation Systems
The following mechanisms are hereby nullified and outlawed across all territories under Her Royal Majesty’s protection:
    1. Speculation-Based Financial Markets
Including but not limited to stock markets, derivatives, futures, and commodities trading designed for manipulation rather than exchange of real value.
    2. Centralized Banking & Fiat Currency Systems
Any monetary system that creates value from debt or ex nihilo (from nothing) issuance is fraudulent and invalid under Natural Law.
    3. Debt-Based Control Mechanisms
Mortgages, credit systems, interest-bearing loans, and artificial scarcity models are declared null, void, and criminally coercive.

Article IV: Governance and Oversight
    1. The newly established Truth-Based Value Exchange Council (TVEC), under direct supervision of the Royal Natural Law Treasury, shall oversee the implementation of this decree.
    2. All communities and regions are invited to nominate truthful, service-oriented individuals to serve on local value councils, to ensure compliance and fairness.

Article V: Education and Transition
    1. Immediate public education campaigns shall be launched to assist all free sovereign beings in transitioning to the new systems of truth-based value.
    2. All previous debts, credits, contracts, or valuations incompatible with this Decree are to be reviewed, and, where found fraudulent or exploitative, permanently dissolved.

Closing Proclamation
Let it be known that Her Royal Majesty Queen Romana Didulo The First proclaims the end of fraudulent, extractive systems of false valuation, and the rebirth of truthful, sovereign, life-affirming exchange across Earth. All beings are henceforth free to participate in honest, living economies grounded in Natural Law and truth.
